Guteriano Neves is an independent policy analyst Based in Dili, Timor-Leste. He earned a Master of Public Policy from the Crawford School of Public Policy at the Australian National University. In 2012, he worked in different institutions, such as the Ministry of Foreign Affairs, La’o Hamutuk, the Dili-based Magazine TALITAKUM as a journalist, and the Institute of Public Policy in Washington as an intern.
His areas of expertise are political economy, “resource curse” and petroleum dependency, and foreign aid. In 2010, Guteriano was awarded Summer Research Award Scholarship by the University of Hawaii to assess Timor-Leste’s Petroleum Revenues Management. Guteriano earned a bachelor’s degree “With Distinction” in Political Science and History from the University of Hawai’i at Manoa in May 2011. He also holds a degree in Liberal Arts from Kapiolani Community College in Honolulu.
