Guteriano Neves
Independent Policy Analyst

Guteriano Neves is an independent policy analyst Based in Dili, Timor-Leste. He has worked in different institutions, such as the President’s Office, the Office of Prime Minister, Ministry of Foreign Affairs, La’o Hamutuk Institute. His areas of expertise are political economy, “resource curse” and petroleum dependency, and foreign aid. He is the recipient of multiple awards and fellowships such as Australian Awards Scholarship, The Asia Foundation Development Fellowship Awards, Summer Research Award Scholarship by the University of Hawaii to assess Timor-Leste’s Petroleum Revenues Management, and United States – Timor-Leste (USTL) Scholarship Awards. Guteriano earned a Master of Public Policy from the Crawford School of Public Policy at the Australian National University and a bachelor’s degree in Political Science and History from the University of Hawai’i at Manoa in May 2011.
