Joao da Cruz Cardoso is an independent analyst of development in Timor-Leste. He completed his undergraduate studies at the University of Hawai’i at Hilo, and graduate studies at the University of Illinois at Urbana-Champaign under the Fulbright Scholarship Program. Currently, he works at Timor-Leste Public Water Utility Company (BTL, EP) as the Director for Engineering and Investment.
